Controlling NPC trainers and wild pokémon

I'm wondering something that I didn't quite understand from the rules. Are we allowed to control wild pokémon and NPC trainers in our posts?

Since there don't seem to be any level system here anyways, it couldn't really be seen as unfair if we were :3

Yeah as long as you don't do anything outrageous. Things like Gym Leaders are controlled by mods though.
